Applying For Funding at a Glance
- Applications for Funding in the Housing Rehabilitation, Neighborhood Revitalization, and Commercial Revitalization categories are submitted during the annual application cycle. Eligible communities may apply for funding in one of these three categories if they do not have an open subgrant in one of the three categories.
- Applications for Economic Development grants may be submitted at any time.
- An eligible local government can be awarded only one Economic Development subgrant during a funding cycle.
- Subgrant agreements are awarded for 30-month periods.

Community Wide Needs Score
One of the factors used in the competitive scoring process for Small Cities Community Development Block Grant (CDBG) applications is the Community Wide Needs Score. This is a numerical representation of each eligible unit of local government's needs based on the following census data:
- Low- and Moderate-Income Population
- Number of Persons Below the Poverty Level
- Number of Housing Units with More than One Person Per Room
