Subrecipient Enterprise Resource Application
Welcome to the grant management system for the Community Services Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP) and the Weatherization Assistance Program (WAP). The system allows Subrecipients to sign and view their contracts and submit performance and financial reports online.
The Florida Department of Economic Opportunity (DEO) launched the Subrecipient Enterprise Resource Application (SERA) system on April 2, 2018, and will phase out the previous grant management system accessed through eGrants. The old system is available for historical data.

Client-Level Data Tracking System
LIHEAP, WAP and CSBG subrecipients receiving funds are required to report unduplicated LIHEAP households that received any type of LIHEAP assistance, including LIHEAP, WAP and CSBG client-level data beginning October 1, 2018.

Notices of Funding Availability
DEO makes program funds available throughout the year to qualifying subrecipients for self-sufficiency and energy assistance related activities. DEO announces these funding opportunities through Notices of Funding Availability issued to the eligible subrecipients of the program.

Indirect Cost Rate Instructions
Every subaward of federal funds from the pass-through entity (i.e., DEO) to the subrecipient must include, among other elements, an indirect cost rate. A subrecipient's cost allocation plan for direct costs must be maintained and submitted to DEO as part of the Indirect Cost Rate Proposal.
