1“Federal financial assistance” includes various types of in-kind assistance, as well as “any . . . agreement, arrangement, contract or subcontract (other than a Federal procurement contract or a contract of insurance or guaranty), or other instrument that has as one of its purposes the provision of assistance or benefits under Title I (of the Workforce Investment Act)”.  This category includes, for example, employers that participate in on-the-job training (OJT) programs through the One-Stop system.  [See 29 CFR 37.4 (definition of “Financial assistance under Title I of WIA,” paragraph (5).]
