Monitor Advocate Function
AWI’s State Monitor Advocate (MA) function is a federally-mandated state responsibility, designed to assist the Agency Director in her efforts to ensure quality employment services are provided to migrant and seasonal farmworkers (MSFWs) at one-stop centers. The MA program operates under the AWI One-Stop Program Support Section and is staffed by one full-time position, a Senior Monitor Advocate.
Federal Regulation 20 CFR 653.108 outlines the responsibilities of the Monitor Advocate. The Monitor Advocate function is an Agency MSFW oversight responsibility, which must:
- ensure one-stop centers are monitored for compliance with MSFW regulations;

ensure the Agency’s MSFW Outreach Program and JS Complaint System in one-stop
centers are properly functioning, especially in centers designated MSFW Significant;
- conducts on-going reviews of MSFW data, policies and procedures;
- review and comment on the State Annual MSFW Outreach Plan;
- prepare MSFW quarterly and annual reports for submission to the United States;
- Department of Labor, Employment and Training Administration (USDOL ETA), Atlanta Regional Office;
- establish and maintain contact with representatives from all aspects of the agricultural community;
- conduct frequent visits to meet with MSFWs and Employers in their living and working areas; and
- serve as the State-level MSFW Complaint Specialist.
