Workforce Programs

The information provided below describes the Florida Department of Commerce's workforce programs and services.

• Apprenticeship FLA
  A statewide initiative to expand apprenticeships in targeted industries and increase apprenticeship and pre-apprenticeship opportunities for underrepresented populations.
• Disaster Recovery Dislocated Worker Grants
  This program provides disaster-relief employment, as well as employment and training services to eligible participants that minimize the impact of large, unexpected emergencies and natural disasters causing significant job losses.
• Eligible Training Provider List
  The Eligible Training Provider List (ETPL) is designed to assist individuals receiving Workforce Innovation and Opportunity Act (WIOA) services in finding approved training providers for demand occupations, either within their local area or from a statewide list.
• Everglades Restoration Agricultural Community Employment Training Program
  This program, funded by the Florida Legislature, can provide tuition grants and employer-based grants for nonagricultural occupational training.
• Federal Bonding Program
  The Federal Bonding Program is an incentive program that allows employers to hire with limited liability to their business at-risk job applicants.
• The Florida Unique Abilities Partner Program
  The Florida Unique Abilities Partner Program recognizes businesses that are committed to providing career and financial opportunities to individuals with unique abilities and to assisting organizations that support them. Participating businesses demonstrate their dedication to strengthening communities and the economy by helping these Floridians with untapped talents become more independent and by partnering with other businesses, organizations and state resources in this endeavor.
• Foreign Labor Certification Program
  The Foreign Labor Certification program oversees the hiring of foreign workers by employers.
• Migrant and Seasonal Farmworker Services
  Targeted employment services, including outreach, are provided to migrant and seasonal farmworkers under the Wagner-Peyser program.
• The Military Family Employment Advocacy Program
  The Military Family Employment Advocacy Program delivers priority workforce services for eligible military family members in the State of Florida.
• Reemployment Services and Eligibility Assessment (RESEA) Program
  The Reemployment Services and Eligibility Assessment program helps reemployment assistance claimants return to work faster, and thus shorten their claim duration.
• State Rapid Response Program
  The State Rapid Response Program serves as Florida’s Rapid Response dislocated worker coordination unit responsible for carrying out statewide Rapid Response activities and overseeing Rapid Response activities carried out by the local workforce development boards.  One of the central tenets of Rapid Response is preventing or minimizing the impacts of layoffs on workers, businesses and communities.
• Supplemental Nutrition Assistance Program
  The Supplemental Nutrition Assistance Program emphasizes work, self-sufficiency, and personal responsibility.  Program participants gain valuable skills, training, and work experience in an effort to reach total self-sufficiency.
• Trade Adjustment Assistance (TAA) Program
  TAA is a federally funded program established by the Trade Act of 1974 to assist workers adversely affected by foreign trade and foreign competition who have lost their jobs or are threatened to lose their jobs, due to a decline in production, sales, or outsourcing to foreign countries. The program offers extended income support, training, employment and case management services, and many other benefits to displaced workers who are certified as eligible and covered by a United States Department of Labor certification.
• Veterans Employment Program
  Find information on job referrals, job development, referrals to training and supportive services, case management, labor marker information, resume assistance and more.
• Wagner-Peyser
  This labor exchange program matches individuals who are seeking employment and employers who are in need of workers.
• Welfare Transition Program
  The Welfare Transition program helps people go from welfare to work.
• Work Opportunity Tax Credit Program
  The Work Opportunity Tax Credit is an incentive to private, for profit employers to hire individuals from certain targeted groups.
• Worker Adjustment and Retraining Notification Act
  The Worker Adjustment and Retraining Notification Act (WARN) provides protection to workers, their families and communities by requiring employers to provide notification 60 calendar days in advance of plant closings and mass layoffs.
• Workforce Innovation and Opportunity Act
  The Workforce Innovation and Opportunity Act helps individuals find jobs and career planning tools and helps businesses find skilled workers.
• Non-Custodial Parent Employment Program  (NCPEP)
The Non-Custodial Parent Employment Program (NCPEP) assists non-custodial parents with finding employment with earnings that allow them to become self-sufficient and increase their ability to consistently meet child support payments.
• Florida Ready to Work Program
  Florida Ready to Work is a research-based career readiness program created by Florida law. The program focuses on developing a work ready talent pipeline with the essential employability skills required for individual, business, and whole community economic well-being and growth.
