VPK Improvement Process Web Tutorial
A provider must submit an improvement plan within 30 days after acknowledging their status as a low performing provider (LPP). An LPP may not begin instruction for a new VPK class or program until the improvement plan has been approved.
A coalition or school district must approve the plan within 10 business days if the plan is complete according to the stated criteria. If the plan is incomplete or insufficient, it will be returned for revision and must be resubmitted within 30 days.
A provider must provide a copy of an improvement plan upon request to the public.
A provider not able to submit the improvement plan electronically may, upon request, submit the information through an alternative method approved by the Agency for Workforce Innovation;however, the provider acknowledgement must be completed online. A request must be submitted to the Office of Early Learning of the Agency for Workforce Innovation at the following address: Caldwell Building, Suite 100, 107 East Madison Street, MSC 140, Tallahassee, Florida 32399-4128, (866)357-3239, TTY/TDD (800)955-8771, Voice (800)955-8770.
Step C- Improvement Plan
The first screen of a provider's improvement plan will be a long summary page that includes sections with information already submitted by the provider:
The last two sections of this long summary page are the needs assessment and target areas information. These sections need to be filled out to complete the improvement plan template.
Need Assessment
A provider must conduct a needs assessment of their VPK program. If the low performing provider has not had a needs assessment administered within the last year, then this will be part of the provider's improvement plan. Any tool can be used.
- A Needs Assessment Instrument selected during the completion of the VPK Provider Acknowledgement
process will be pre-populated in the Improvement Plan template. This can only be deleted by returning to the VPK Provider
Acknowledgement process (Step 8 of 9) and de-selecting the appropriate environmental assessment

- Click [Edit] to insert the completion date for the Needs Assessment instrument that has been pre-populated.
- If more than one Needs Assessment was administered, you may add that to the existing template by clicking
[Add Assessment]. [Screen shot]
- If no information is displayed, select the Needs Assessment instrument, which could be an environmental
assessment, that you intend to administer (required) and the date you anticipate it to be completed.
- When you have completed the needs assessment portion of the improvement plan, it will look like this [see screen shot].

- Identify targeted areas for improvement based on the needs assessment that was administered.
If you have not completed a needs assessment yet, look at the target areas and choose actions that you know you have not implemented in your VPK program. Also, if you answered “No” to questions on the provider acknowledgement, those subject areas can be added here as targeted areas for improvement.
- Choose at least two target areas of improvement, however, it is encouraged that all areas are targeted for improvement.
- Set a timeline to implement the proposed actions (or actions already taken). Your timeline should be over a period of time, not to occur all at once, but throughout your VPK program.

- When you have completed your target areas, your screen should look like this [Screen shot] with options to [Edit] or [Delete].
- If you do not choose at least TWO target areas, you will receive this error message [see screen shot].

Comments Section
- Please provide comments. This is an opportunity to provide further comments about your improvement plan. At this time, you should also print a copy of the improvement plan for your records, save your changes, and then click the "Next" button to go to the last step of the submission process [Screen shot].
Submitting Your Improvement Plan
- After clicking the "Next" button, your completed improvement plan will be displayed on the next screen. You will have the option to print, export to MS Word, and then "Submit" [see screen shot] .
- You should see a successful submission screen that looks like this [see screen shot].
- When you are finished, you will be taken back to your provider home page and should be able to see the status of your provider acknowledgement and improvement plan [see screen shot].
Approval of Your Improvement Plan
- Coalitions have 10 days to approve your improvement plan.
- When your coalition has approved your plan, this is how the bottom of your improvement plan will look (see screen shot).
