In 2018, the United States Congress passed the SUPPORT for Patients and Communities Act (SUPPORT Act) to address substance use disorder prevention, recovery, and treatment. Section 8071 of the SUPPORT Act authorizes the Recovery Housing Program (RHP). RHP funds are allocated by the United States Department of Housing and Urban Development to allow states to provide stable, transitional housing for individuals in recovery from a substance use disorder. The RHP is a program within federal Community Development Block Grant (CDBG) programs, with rules modified by Federal Register Notice FR-6225-N-01.
The Florida Department of Economic Opportunity (DEO) was awarded a total of $1,657,114 in RHP funding. DEO’s RHP Action Plan will guide the use of the allocation.
DEO has identified a specific need for additional recovery housing and services for the veterans community within the state. The United States Department of Veterans Affairs FY 2017 population estimates reflect that Florida has the third largest veteran population among all states in the nation.
Grant Application Cycle and Submission Information
The application cycle opens on September 9, 2022, and closes on October 14, 2022.
Applications will be reviewed upon closing of the application cycle and awards will be issued based on application completeness, eligibility, and statutory factors for funding consideration.
Notice of Funding Availability
Electronic applications will be accepted online. An email request for a link to submit the application must be sent to RHP@DEO.MyFlorida.com.
Instructions and access to upload the completed documents will be provided by return email within two business days.
All applications must be received by 5 p.m. Eastern Time (ET) on October 14, 2022.
Eligible Subrecipients
Eligible subrecipients include public and private nonprofit organizations and local governments that have proven experience in providing services to veterans in recovery to help them attain self-sufficiency and individual recovery goals. Eligible subrecipients will be limited to local governments and public and private nonprofit organizations that best meet the defined evaluation criteria.

FY 2020-2021 RHP Action Plan
DEO has prepared the Draft RHP Action Plan for public comment in fulfillment of the requirements of the program. A public hearing was held in person and online on November 30, 2021, 2 p.m. The FY 2020-2021 RHP Action Plan was submitted and approved on June 9, 2022, by HUD.
