Karen Gates, General Counsel   

The Office of the General Counsel provides legal services for all divisions of the department. Legal services include rendering legal advice and opinions to department staff in the areas of strategic business development, community development, workforce services, unemployment compensation, and finance and administration.

The Office of the General Counsel oversees the department’s response to all public records requests, assists in drafting and reviewing agency contracts, and handles all litigation involving the department. The General Counsel is the department’s designated chief ethics officer and the department’s contact person for public records/open government.
