The United States Department of Housing and Urban Development (HUD) requires that states receiving certain federal funds prepare a consolidated plan pursuant to 24 Congressional Federal Record 91 that will provide the framework for a planning process to identify housing, homeless, community and economic development needs and resources for meeting those needs. The plan process provides an opportunity for citizens, nonprofit organizations or other interested parties to help define priorities for addressing local community (as well as statewide) needs and to tailor a strategic plan for meeting identified needs. Required participants in the state's consolidated planning process are the following:

Florida's Consolidated Plan is being developed through a cooperative effort of special interest groups, private citizens, and the following state agencies that have responsibilities relating to housing, community and economic development and social services:

  • Florida Housing Finance Corporation
  • FloridaCommerce
  • Florida Department of Children and Families
  • Florida Department of Health

The Consolidated Plan describes needs, goals and objectives of the agencies responsible for the administration of certain federally funded programs administered by the United States Department of Housing and Urban Development. The Consolidated Plan must meet the requirements of the federal government in order for the State to continue to receive funds that are used to meet local housing, community development and social services needs.

The Consolidated Plan process allows key agencies in Florida to exchange information on goals and objectives relating to housing, community development and social services and facilities a consolidated approach to meeting those needs. Through this effort, each affected agency, as well as other interested parties, gains insight into the structure and activities of several federally funded programs that have a direct benefit on local communities and the state as a whole. The Plan is a resource for data and statistics that are often needed by Florida's legislatively created regional planning councils, district health and social services offices, housing authorities and local governments when they are addressing housing, community development and social services issues.

State of Florida Five Year Consolidated Plan Federal Fiscal Years 2020 - 2024

FloridaCommerce, in cooperation with other agencies, filed the 2020-2024 Five-Year Consolidated Plan for Housing and Community Development ("2020-2024 Consolidated Plan") with HUD on December 2, 2020. The 2020 Annual Action Plan, a subset of the full Consolidated Plan, was also filed at that time.

The HUD-funded programs covered in the 2020-2024 Consolidated Plan and the 2020 Annual Action Plan are the Florida Small Cities Community Development Block Grant Program (CDBG) administered by FloridaCommerce, the Emergency Solutions Grant Program administered by the Florida Department of Children and Families, the Housing Opportunities for Persons With AIDS Program administered by the Florida Department of Health, the Home Investment Partnership Program and Housing Trust Fund administered by the Florida Housing Finance Corporation.

The 2020 Consolidated Plan and 2020 Annual Action Plan was made available for public review and comment prior to submission of the plans to HUD.

Two public hearings were conducted virtually to accept and review public comments on the 2020-2024 Consolidated Plan and 2020 Annual Action Plan.

The 2020 Consolidated Plan and 2020 Annual Action Plan will be available for public review and comment prior to submission of the plans to HUD. The 30-day comment period will begin on October 14, 2020, at 8:00 a.m., E.T. and will end on November 13, 2020, at 5:00 p.m., E.T.
